The Adventure 1 version isn't wrong, it's the same depiction of similar events, but it's likely they're in a jungle because they didn't want to make new Green Hill graphics and the fox bullies were just to illustrate that he was bullied for his tails. I think they're two different depictions of the same event- the first is a dream sequence and so might not necessarily be the most accurate and Tails ends up taking the same action (following Sonic after seeing him run by).
